Requirements for Prison Transfer to Panama
Requirements for Elegibility of Transfer:
- You must be a Panamanian citizen.
- You cannot have a United States citizenship or residency as this will make you ineligible.
- You must have a definitive sentence and cannot have any pending appeals.
- You cannot have any outstanding debts to the US government.
- You must have at least 6 months of your sentence left to complete.
Steps to begin and carry out the process:
A request for transfer via your case manager or prison counselor.
A formal request for transfer should be made to the Government of the Republic of Panama by writing the Embassy of Panama in Washington, care of the legal department. This process can take anywhere from a year to a year and a half.

You must submit information on the location of family members in Panama so that the Ministry of Foreign Relations may contact them in order to follow up on your application.
You must make known which international treaty or convention you wish to adhere to in order to be transferred. That is to say, you must specify whether you would like to adhere to the Bilateral Treaty with the Council of Europe or the Strasbourg Agreement. This latter agreement allows you to adjust your sentence to Panamanian laws.
